Over the past 16 years, KSA has completed many projects at Tyler Pounds Regional Airport. Projects that include planning, environmental, and engineering assignments in support of federally mandated runway safety area (RSA) improvements; runway, taxiway, and apron rehabilitations, reconstruction, and expansions; perimeter road, lighting, navigational aid (NAVAID) improvements; security fencing; a CONRAC facility; and terminal improvements as well as passenger jet bridges.

Most recently, we completed an instrument landing system (ILS) relocation and runway reconstruction project on Runway 4-22. The relocation of the ILS from Runway 13 to Runway 4 included relocating the existing localizer and glideslope equipment and installing a new MALSR on Runway 4. After repeated requests from airport stakeholders and air traffic control tower (ATCT) staff, this project was initiated in 2012. KSA completed the planning and environmental processes for this project in 2013 and, subsequently, updated the required analysis in accordance with the revised FAA Order 150/5300-13A, Airport Design.

At the same time, the pavement on Runway 4-22 was showing signs of structural distress. Longitudinal and transverse cracks began to appear. Traffic loading was increasing in both aircraft weight and frequency. Through careful documentation during the EA process, KSA provided adequate justification for both the reconstruction of the runway pavement and relocation of the ILS, and received FAA approval – a finding of no significant impact (FONSI) was issued.

The resulting project included complete reconstruction of the 7,800-foot runway, significant runway profile adjustments, connecting taxiway reconfigurations, parallel taxiway realignments, a 530-foot shift of Runway 4, lighting improvements, and navaid relocations totaling an estimated $42 million. This project was scrutinized heavily by the FAA’s Southwest Regional office due to the increasingly competitive nature of discretionary funding. To ensure this project progressed, KSA staff held several strategic planning meetings with airport staff to develop an approach for presenting all of the necessary documentation in a clear, concise format. We engaged the various FAA lines of business for input to address all concerns.

The project was divided into four projects to accommodate the FAA’s funding availability. The first project includes reconstruction of 1,200 feet of the runway and the Runway 4-22/17-35 intersection. Plans were completed in June 2014 and construction started in October. Final design plans and specifications for the remainder of the projects were submitted for FAA and airport review. Although construction and plan development of the remaining bid packages are ongoing, the project remains within budget and on schedule.
