Water outlet assembly is widely referred as Thermostat housing on ebay and online forums. I checked the Landrover manual and it is actually water outlet assembly and not thermostat housing. This part is plastic made and prone to getting cracked where two portion are joined and leak. I found the leak by chance and ended up replacing the assembly, oil cooler O ring as well as coolant expansion tank.
