Just less than a month in the office, Higher Education Minister Buti Manamela has already got tongues wagging. Manamela has been chastised for the appointment of Lehlohonolo Masoga, Oupa Nkoane, and Zukile Mvalo as administrators for the Services SETA, Construction CETA, and Local Government LGSETA, respectively. The three appointees are allegedly linked to corruption. Masoga was implicated in a forensic report by forensic services company Morar, for back dating a communications contract worth R4.4 million when he was CEO of the Musina-Makhado Special Economic Zone. Nkoane is implicated in a forensic report that details the mismanagement of R872 million in Emfuleni Local Municipality whilst Mvalo is said to have failed at stabilising SETAs for the past 8 years and seems to have no prospect of fixing anything. Their latest appointments are aimed at addressing governance failures within these entities, including procurement irregularities, lapses in oversight and board instability.
