In the fall of 2021, the US Army Corps of Engineers released the Final Environmental Impact Statement for the Coastal Texas Study. The study proposes a group of overly engineered projects spanning the full Texas coast, including a coastal barrier -- the infamous "Ike Dike." If funded, these projects will cost $31 billion, create new local tax burdens of up to $100 million per year, and take twenty years to complete. As one of the first large-scale proposals to address climate resilience in the United States, the study represents a singular opportunity to protect some of the communities and ecosystems in our country that are most vulnerable to climate change.
For greater Houston, the most populous and most ethnically and ecologically diverse part of the hurricane-prone Gulf region, the proposal misses the mark.
