In seeking to address the issue, I began by changing the hydraulic oil and cleaning the internal filter screen, which is shown in this video.

If you have a Ford 1700 and complete a hydraulic oil change, make sure you open all the drain plugs! The manual indicates 2 drain plugs, but on 4 wheel drive Ford 1700 tractors, there are actually 3!

Don't attempt this without getting new o-rings for the suction line and a new gasket for the filter mount.
