Get really good fps on this less than adequate card, just do step 1 and set your resolution to 800x600. To get proper 4:3 ratio without stretching follow other steps.

1) Open up Skyrim Launcher, Options. Set Antialiasing and Anisotropic filtering off. Click Advanced, set everything to low/none, uncheck everything. Setting Textures to Medium should be ok. Go to View Distance tab and push sliders to very left. Setting Actor Fade to 4 is ok. Press OK.
2) Continue if you have a widescreen monitor. In launcher, change Aspect Ratio to 4:3 and resolution to 800x600. Chances are if you played now, your screen would stretch making everything look smushed. You need to add black bars at the sides.
3) To do this, change your desktop resolution to anything lower than max.

5) If you have Catalyst 12.1 (latest ver), then right click desktop and go to Catalyst Control Center
6) On the left side, click the "My Digital Flat-Panels". In the dropdown menu, click "Properties"
7) Under "Image Scaling" check "Enable GPU scaling", apply , then check "Maintain aspect ratio", apply
8) Under the same menu on the left, go to "Scaling Options" and check "Use the scaling values instead of customized...", apply
9) Set your desktop resolution to the usual. If you go back and check Catalyst, "Maintain aspect ratio" will be greyed out, but it's ok don't worry about it.
10) Open up Skyrim Launcher and make sure Ratio is 4:3, the resolution may be blank now, which is fine. Now play and enjoy super FPS!
