Tweaks: 3 Fleet Foot (Iron heart doesn't work, since the gas doesn't affect them, and Nobel doesn't actually do any damage)

Attacks:
1. Nobel grabs a Scientist, and uses them as a human shield. Use the Usurper shot to pierce through the scientist and hit Nobel
2. Nobel creates a vortex that sucks the player in, dealing no damage but impeding their movement
3. Nobel plants a bomb into the vents in the center of the room. Upon detonation it will create two perpendicular lines of electricity, stunning the player for an extended amount of time if they are hit.
4. Nobel leaves a lingering wisp that stuns the player for an extended time if they touch it
