is it to late to apply Pre Emergent/ what is Dithiopyr?

is it to late to apply a pre emergent when the weeds have already germinated. In my opinion the answer is no. you may still get protection from some weeds that have not germinated yet. some people are still getting some weeds even though they have applied a pre emergent. one of the reason could be you missed your window and another could be this warm winter we have had so far. so let figure the best way to prevent crabgrass would be to apply a pre emergent with Dithiopyr.
