Waxed canvas/Oilcloth for Cloaks - GOOD or BAD idea????

Cloaks are to keep you dry, yes? Then wouldn't it be logical to make them out of something that is actually waterproof? But cloaks are usually made from wool, it made me wonder: why not waxed-canvas or oilcloth? a few years ago I made such a cloak to see if it was a good idea, and here's what I learned...

Is the rain a worse background noise than the jet planes? I guess there is a time and a place for filming in storms and this wasn't it
