How to Get Tsukino Layered Armor:
Hunt down Great Baggi, Great Izuchi, and Kulu-Ya-Ku in the "Bird Wyvern of Ruins?" Quest to acquire the Disguise Device. Collect Izuchi Scraps by trading Great Izuchi materials or forging/upgrading Izuchi equipment in the smithy. Once you have all the materials, craft the layered armor in the Special tab.
