(2 Mar 2015) Police fatally shot a homeless man on Skid Row during a "brutal" videotaped struggle in which a rookie officer cried out that the man had grabbed his gun, the Los Angeles police chief said Monday.
Video showed the man reaching toward the officer's waistband, Chief Charlie Beck said.
The officer's gun was found partly cocked and jammed with a bullet in the chamber and another in the ejection port, indicating a struggle for the weapon.
Then three other officers opened fire.
The incident has sparked outrage by LA civil rights activists and members of the Skid Row homeless community who saw the event as a misuse of force.
"It's inexcusable for them to use deadly force when the situation could have been prevented," said Najee Ali, Political director of the National Action Network, a Los Angeles civil rights organization. "We feel they escalated the situation instead of calling a mental health professional."
Chief Beck said Monday that all of the officers involved in the incident had received some form of training to deal with the mentally ill. Some of those officers, he said, had undergone the department's most extensive training, a 36-hour course.
