Get it for free from Howrse after discovering the canyon region in Horse Adventure (quest 52 - "Free the Canyon's Horse").
They may also give you a Philosopher's Stone. When Wikaïla wakes up each day, they have a chance of finding a piece of Philosopher's Stone. When they have found all 16 pieces, the horse will give you the Philosopher's Stone.
This horse cannot be sold.
