Fixing Pure Weather system - Too much water by default!!

Quick demo of revised pure weather settings to get it to be usable. Its not a demo of my lack of driving ability lol. Sorry for the wonky head, I guess it the way I was made!

In testing the old SOL weather system actually seems to work as intended, however in pure the wetness setting seems to have been overblown by 10x in some cases.

For example in SOL typical rain wetness seems to be around 3-4% however in Pure this is set to 12.5%. However beyond about 10% is unworkable.

Therfore I have tried to restore Sol values to pure, plus some extra goodness such as more realistic ambient and road surface changes and atmospheric and wet effects. Conditions now scale more realistically from light drizzle which will impact traction the least to heavy snow for the sadists out there.

While traction is improved, imo spary from vehicles is excessive but not much we can do about that.
