Sept 14, 2010 The Novato, CA city council has violated the state election code by refusing to put a citizen qualified measure on the ballot. 4,000 valid signatures were collected for CLEC, Citizens for Legal Employment and Contracting. The goal is to have contractors with Novato use E-verify to ensure they are hiring only workers authorized to work in our country. When Jerome Ghigliotti turned his back on the city council to protest their unlawful action, he was arrested. The video feed was edited and cut just before he was arrested by the chief of police.
