A pending state bill could clarify the fate of the Naperville Township Road District.

Naperville Township residents voted in April to dissolve the Naperville Township Road District into the township.

But that decision is in contrast to a 2017 referendum to consolidate the road district with the Lisle Township Road District.

No steps were taken following that vote. Naperville Township officials realized their residents would see increased taxes, while Lisle Township residents would see a tax decrease.

House Bill 3676 states, “If a township has approved a consolidated road district with another township but that consolidation is not yet effective, and if the township subsequently approves a referendum to consolidate the road district with the township, then the dual township consolidated road district is void and shall not occur.”

The bill would provide clarity to the situation after Lisle Township officials claimed the future was still unclear even after the April 2019 referendum.

Naperville Township recently established a task force to look into the best way to merge the road district into the township as a department.

The bill is co-sponsored by representative Anne Stava-Murray, whose 81st state district includes much of Lisle Township. The bill is currently awaiting governor J.B. Pritzker’s signature.

If signed, the bill would go into effect immediately.
