Roadwar 2000 was a game I played in the 80s and still enjoy once in a while. It was made for some older computers from that time. Some tips for starting out are city scout your cities to see who controls them. Then build up your gang from these cities. Alternate between looting, recruiting people, and getting new vehicles. Start by doing tactical combats til you have 15 total vehicles. Most the events are random but the player has some control. In this video I was just starting a new game. It could take several attempts to get a strong gang going. Just be patient and keep trying. Some times when I play I don't get far for a couple hours and have to try again another day. I think I beat this game once but I came close a few times too. I think it has a fun rating of 8 out of 10.
