A Republican actually declined the request first, citing Tim Burchett's failure to secure proper sign-off from leaders of both parties beforehand—a standard courtesy to avoid floor ambushes. The chair ruled it out of order as an improper parliamentary inquiry when Burchett pressed on which side objected.

“When a Representative attempts to bypass the committee process and bring a bill directly to the floor for a vote via a unanimous consent request, another member can object, or the Chair can proactively decline the request by referencing the convention in section 956. This means the Speaker will not even put the question to the floor for potential objection unless the bill has gone through the proper channels and has the approval of leadership from both parties.”
