Russia is helping North Korea to build submarines armed with ballistic missiles, South Korea has claimed, days after a military parade at which Kim Jong-un showed off a weapon capable of striking the US.

Ahn Gyu-back, South Korea’s defence minister, told parliament on Monday that Pyongyang appeared to be benefiting from “various” Russian technologies for its plans for submarine development —although it is not clear whether it has achieved its ambition of launching ballistic missiles underwater.

Dmitry Medvedev, the former Russian president and deputy chairman of its security council, sat alongside Kim at a military parade to celebrate the 80th anniversary of the founding of the Workers’ Party of Korea in Pyongyang, together with Li Qiang, the Chinese premier, and To Lam, head of the Communist Party of Vietnam.
