“In Gaza, the situation is extremely severe. Still, Hamas refuses to disarm. It blocks progress to the next state of the peace plan at the same time Israel is also restricting the international NGOs that are putting humanitarian aid access at serious risk. Without the NGOs, aid cannot reach at the necessary scale in Gaza. There's no justification for the humanitarian situation in Gaza to have deteriorated to the current level."

"We are moving in all directions in order to start executing the specifics related to the second phase, the second phase is extremely important as it includes the deploying of the international stabilization force and the Palestinian committee on the ground and also the provision of basic services to Palestinians through early recovery projects as well as the reconstruction."

"I reviewed before the High Representative all the efforts made by Egypt at the highest levels with the brothers in the Gulf region with the relevant regional and international parties, the efforts made at the highest level during the past days to work on deescalation and now we are hoping that all Yemeni factions to get into a in Yemeni-Yemeni dialogue, which will be launched soon in Riyadh."

STORYLINE:
Egypt and the European Union said Thursday efforts were being made to enable a move to the second phase of the Gaza ceasefire between Hamas and Israel that went into force in October.

"We are moving in all directions in order to start executing the specifics related to the second phase, the second phase is extremely important as it includes the deploying of the international stabilization force and the Palestinian committee on the ground and also the provision of basic services to Palestinians through early recovery projects as well as the reconstruction," Egypt's foreign minister Badr Abdelatty said at a joint news conference with visiting EU foreign policy chief, Kaja Kallas, in Cairo.

In addition to a Board of Peace, phase two calls for the deployment of an international stabilization force and the disarmament of Hamas and further Israeli troop withdrawals from the territory.

The ceasefire's first phase began in October, days after the two-year anniversary of the initial Hamas-led attack on Israel that killed around 1,200 people. All but one of the 251 hostages taken then have been released, alive or dead, in exchange for Palestinian prisoners and detainees.

Kallas said meanwhile that the European Union agrees with Egypt that the international technocratic body appointed to oversee internal affairs in the Gaza Strip should begin its work without further delay.
