PLEASE read the description before commenting. Exploring ideas by David Pawson and Torben Sondergaard from The Last Reformation can be confusing. Some people in the movement have made it appear that if you haven't spoken in tongues, then you haven't received the Holy Spirit. THIS is a matter I struggled myself for years, 'cause, I hadn't spoken in tongues and I had been taught different doctrines. I had questions in like:
"Is speaking in tongues for everyone? Are tongues the only proof that we have been baptized with the Holy Spirit, as some claim? If I don't speak in tongues yet, does it mean I don't have the Holy Spirit in my life? If baptism in the Holy Spirit is part of the normal Christian birth, and that is only proven by speaking in tongues, does it mean that I haven't been saved if don't speak in tongues? Does it mean that I am not real Christian if I don't speak in tongues? Are tongues a physical "proof" that I have been saved? Is there any difference between receiving the Holy Spirit, being baptized in the Holy Spirit, and receiving the gift, or is it all the same?"
I finally spoke in tongues but just before I had to renew my mynd and I had to re-learn many things and realize I had been taught incorrectly, and I had misunderstood things. First, receiving the Spirit and being baptized in the Spirit are two different things. We needed clear understanding not to be a stumbling block for anyone and I think these excerpts can help clarify the questions I had.

Pawson explains that we SHOULDN'T be legalistic about things the Scripture is not legalistic. We must NOT demand people to speak in tongues in order to "prove" that they have received the Holy Spirit. If we teach that everyone who is born again has to speak in tongues at the moment of salvation, we're saying that all those who do not speak in tongues, do not have the Holy Spirit and aren't saved. Torben himself did not speak in tongues when he was saved. Speaking in tongues is a sign every believer can receive by faith, but, salvation is received first by faith alone. If you need to see in order to believe, you're believing in the sign, not the Word.
David Pawson has a study called "The Normal Christian Birth" where he explains some reasons for not receiving the gift of speaking in tongues after praying or laying hands:
1. The person may not be fully repented, didn't act in faith, or hasn't been baptised in water
2. The person doesn't know what to expect
3. The person doesn't know how to receive the gift (you don't know you have a gift until you are introduced to it and use it, just TRY!)
4. Fear, lack of faith, loss of self-control ; afraid of what others will think
5. False teaching in fear saying tongues are wrong or claims that "supernatural is not for today"
6. National temperament (not used to showing show emotions in public)
7. Evangelical tradition (doesn't include supernatural gifts of the Spirit)
8. Much knowledge Holy Scripture (the writings) without enough guidance from the Holy Spirit (the Person).

I would add another reason taught by Reinhard Bonnke in his preachings and book "Flammable or Fireproof?":
9. The gifts of the spirit are not medals of honor, they are not gained by works: they are gifts received BY FAITH, like salvation, by Christ's righteousness, received by us, not because we are worthy, but because we need Him! It's not a medal, it's a supernatural tool to go on the way.

An advice good brothers gave me about receiving this gift: When you ask for the gift of speaking in tongues for the first time or are baptized in the Holy Spirit, do these things: make sure you have fully repented of all your sins, make sure you are fully sincere, ask Jesus to baptize you and TRUST, have faith that this will happen, for a good father will NEVER give bad things to children who ask Him for bread. Then MOVE your tongue and don't doubt or overthink; the Holy Spirit is not going to control or "possess" you, after you prayed, you have to let it out and trust, OPENING YOUR MOUTH and just FOCUSING ON JESUS: don't seek an experience, SEEK JESUS, thank God and worship Jesus when you are being prayed for, and trust that as you speak, your mouth will start speaking the language God is giving you. Just trust him and seek GOD.
