The California coast is undergoing changes such as coastal erosion due to storm impacts and climate change, putting pressure on an area that serves as the intersection of our natural and built environments. Meanwhile, public agencies in Southern California are working on innovative projects and working together to solve issues that cross their respective boundaries. Specifically, as coastal erosion and related issues grow, these agencies are pioneering novel adaptation approaches and outreach efforts to address them. Aired October 29, 2025.

Speakers:
Makana Nova, AICP, joined OC Parks in 2023 and serves as the Coastal Resources Manager. In her role at OC Parks, Ms. Nova has facilitated and permitted coastal projects and grants for the Beneficial Sand Re-use at Capistrano/Doheny State Beach, the upcoming Nature-Based Shoreline Project at Capistrano Beach, and more. Previously, Ms. Nova was a municipal planner at the City of Newport Beach for 15 years. Makana has a master’s degree in urban and regional planning, an undergraduate degree in environmental analysis and design, and a minor in education all from UC Irvine. She is also a Certified Coastal Practitioner from the Coastal Zone Foundation.

Jayme Timberlake is the Coastal Zone Administrator for the City of Oceanside. As the first Coastal Zone Administrator for the City, Ms. Timberlake manages the City’s Opportunistic Beach Fill Program, San Diego County Shoreline Mitigation Study, and curated the RE:BEACH Oceanside Project, an international design competition and initiative to pilot a new coastal management tool for the City. She is an environmental professional with 18 years of experience in both public and private sectors, and holds a Bachelor’s in Environmental Science and Geography from UCSB and a Master’s in Marine Affairs and Policy from the University of Miami, Rosenstiel School of Marine and Atmospheric Sciences.

Todd Mierau manages the Coastal Program at the City of Encinitas, which includes six miles of coastline. Todd manages the USACE San Diego County, CA Project for Encinitas, 340,000 cubic yards of dredged sediment placed over a heavily eroded coastline. Additionally, Todd manages the Cardiff State Beach Living Shoreline project for the city, which restored a historic dune system on top of a buried engineered rock revetment. Todd is an SDSU Alumni with a Bachelor of Arts in Public Administration with an emphasis in City Planning. Todd has over 25 years of Coastal Land Use Planning, Environmental Planning, Coastal Permitting, and Construction Management experience.
