Are you a citizen of the United States OR a Citizen of the united States of America?

26 USC § 7701 (a). Definitions:

(30) United States person. The term “United States person” means - (A) a citizen or resident of the United States.

(9) United States. The term “United States” when used in a geographical sense includes only the States and the District of Columbia.

(10) State. The term “State” shall be construed to include the District of Columbia, where such construction is necessary to carry out provisions of this title.

(26) Trade or business. The term “trade or business” includes the performance of the functions of a public office.

8 USC 1101(21) The term “national” means a person owing permanent allegiance to a state.

8 USC 1101(23) The term “naturalization” means the conferring of nationality of a state upon a person after birth, by any means whatsoever.

8 USC(22) The term “national of the United States” means (A) a citizen of the United States, or (B) a person who, though not a citizen of the United States, owes permanent allegiance to the United States.

26 USC § 7701(b)(1)(B) Nonresident alien. An individual is a nonresident alien if such individual is neither a citizen of the United States nor a resident of the United States (within the meaning of sub-paragraph [A])

8 USC § 1101(a)(3) Alien. The term “alien” means any person not a citizen or national of the United States

Noncitizens. Persons in the State not its citizens are either: (a) Citizens of other States, or (b) Aliens. (Stats. 1943, c. 134, p. 901, § 242 Sovereignty of the State, Title 1.)

28 USC 1746 Unsworn declarations under penalty of per­jury.
Wherever, under any law of the United States or under any rule, regulation, order, or requirement made pursuant to law, any matter is required or permitted to be supported, evidenced, established, or proved by the sworn declaration, verification, certificate, statement, oath, or affidavit, in writing of the person making the same (other than a deposition, or an oath of office, or an oath required to be taken before a specified official other than a notary public), such matter may, with like force and effect, be supported, evidenced, established, or proved by the unsworn declaration, certificate, verification, or statement, in writing of such person which is subscribed by him, as true under penalty of perjury, and dated, in substantially the following form:

(1) If executed without the United States: “I declare (or certify, verify, or state) under penalty of perjury under the laws of the United States of America that the foregoing is true and correct. Executed on (date) (Signature)”.

(2) If executed within the United States, its territories, possessions, or commonwealths: “I declare (or certify, verify, or state) under penalty of perjury that the foregoing is true and correct. Executed on (date) (Signature)”.
