He's spent thousands on facial recontruction, millions on new fingerprints, but still has that annoying laugh.
Simply follow by listening to 94.7 Highveld Stereo, document his clues, (file away his laugh I suggest) and try to put together where you think he is, then get there and ask him "Are you The Fugitive?" If you get him, you win.
