Here is my simple fix for reducing the fan noise and vibrations by almost 100%.

The case amplifies the vibrations of the fan and makes even low rpm sound super loud.
With this little fix, you can remove that vibration amplification and enjoy your Win Max 2 at low TDP much more.

It must be super soft to damper as much vibration as possible.
Even if the tapes are too tight, there will be a bit of vibration left
I tried putting an other layer of foam on top of the fan where the rubber ring is.
My idea was, that I might put the whole thing into a shell of foam and damper even more noise.
It turned out that this added more pressure to the fan and increased the force it was pressed against the housing/mount.
So the vibrations were stronger.

After the video and applying the tapes a bit looser than I had them before, I am pretty much at the optimal point.
I can not tell any more if the noise I hear now are only coming from the fan, or are amplified by the housing still.

So for me, this is the break even point, where more tinkering probably only makes it worse.
Noise and vibration are improved by a lot.
