To measure the unknown resistance we use a voltmeter to measure the voltage across it, and we use an ammeter to measure the current.
The ammeter measure the resistive current + the leakage current (current due to insulation provided to the high resistance)
If the guard circuit is present then a wire is connected across the insulation and second wire is going to bypass the leakage current to the guard wire. And the ammeter is going to measure only the correct value of the resistive current. So we getting the true value of resistance current and the true value of the voltage, so we can measure the resistance.
