The primary federal program established to send large-scale rental assistance funds to states was the Emergency Rental Assistance Program (ERA), administered by the U.S. Department of the Treasury.
This was a temporary, pandemic-era initiative, and while the funding for its two main tranches has largely been spent or obligated, other ongoing federal programs provide funds that can be used for rental assistance as part of broader housing support.
Emergency Rental Assistance (ERA) Program (Closed to New Federal Funding)
The ERA program was the most significant federal effort dedicated specifically to sending rental assistance grants to states and eligible local governments to help households affected by the COVID-19 pandemic.
ERA1: Authorized by the Consolidated Appropriations Act, 2021 ($25 billion). Funds for this program generally expired on September 30, 2022.
ERA2: Authorized by the American Rescue Plan Act of 2021 ($21.55 billion). The period of performance for ERA2 funds ended on September 30, 2025.
While these specific federal grant streams have ended, some state or local programs may still be operating with remaining or reallocated ERA2 funds until they are depleted.
Other Federal Programs with Rental Assistance Components
Outside of the emergency pandemic relief, several other ongoing federal programs provide funds to states and local governments that can be used for various forms of housing and rental assistance:
Housing Choice Voucher (HCV) Program (Section 8): This is a major, ongoing program run by the U.S. Department of Housing and Urban Development (HUD), administered by local and state public housing agencies. It provides tenant-based rental assistance to help low-income families afford private housing.
Emergency Solutions Grants (ESG) Program: Administered by HUD, this program provides funds to states and localities for a wide range of activities to help people experiencing or at risk of homelessness, including short-term rental assistance and rapid rehousing.
HOME Investment Partnerships Program: This HUD block grant is distributed to states and local governments for a variety of affordable housing activities, which can include tenant-based rental assistance (TBRA).
Community Development Block Grants (CDBG): Also a HUD program, CDBG funds are provided to states and localities for community development needs, including housing, which can indirectly support rental housing affordability.
Community Services Block Grant (CSBG): Administered by the U.S. Department of Health and Human Services (HHS), this block grant funds local community action agencies that provide various services, including housing and utility assistance.
To find currently available rental assistance programs, individuals can contact their state's 211 program or search the interagency housing portal hosted by the Consumer Financial Protection Bureau (CFPB).
