Let's start from the beginning: How India became one entity by joining 552 provinces, princely states. How Sardar Vallabhbhai Patel cleverly handled the Junagarh, Hyderabad & Kashmir provinces. What was first major problem before Jawaharlal Nehru Government?
Formation of States on the Linguistic Lines:
How & Why stones were pelted or hurled at the first PM of India Jawaharlal Nehru at the Election campaign public meeting in present Andra Pradesh, that is then the Telugu speaking regions of the Madras Province. What & Why Dhar Committee, JVP committee set up & What is State Reorganization Committee under Fazal Ali, HN Kunzru, K M Panikkar? What were the recommendations of these committees? Why they disagreed to create or form new states on the basis of linguistic lines? All three committees very clearly favoured that, the states formed on the basis of linguistic lines may induce secessionist tendencies and may lead to larger divisions within India. In order to stop such balkanization tendencies they favoured the reorganization of states on the basis of administrative effectiveness, cultural aspects and diversity quotient. However, popular will of the linguistic people overruled their report and which led to formation of states purely on the basis of linguistic lines
Why did INC member Potti Sriramulu sat fast unto death & died like a martyr? What were its results? How was Andra Pradesh, The first Linguistic state formed in 1953, by dividing Telugu Speaking region from Madras province (erstwhile presidency)? How it triggered a butterfly or domino effect all over India in general & South India in particular? And how this led to formation of new states (14 states & 6 Union Territories) in 1956.. That's how, the Kannada speaking, erstwhile Mysore state, currently the Karnataka state was united & reorganized into one state. However in the process, unjustly Kasaragodu went to Kerala (Not to mention SRC member, K M Panikkar was from Kerala!) Same way Tamil Nadu claims that few parts were ceded to Karnataka. Few also claimed believe that few regions near Kolar, Ballari (basis of Vijayanagara kingdom) etc like Adoni, Mantralaya etc should have become the part of Karnataka. And not to mention the regions bordering Maharashtra Karnataka are always a burning issue and both states claim their area was shrunken. However being a larger state, Maharashtra's political dominance and relative support f successive Central governments towards Maharashtra, has made Maharashtra the gross or not gainer in this aspect.
What is the issue with Belagavi? Why Maharashtra is claiming Belagavi even if it is intrinsic part of Karnataka? & How, Why Mahajan Committee Report, August 1967, becomes important in this aspect? Let's discuss.
Question is not that whether Belagavi should remain with Karnataka or go to Maharashtra (Of course we all know Belagavi is integral part of Karnataka), but the real issue is when are we gonna resolve it? When shall we end this narrow issues of politics and establish an amicable norm on the lines of mutual agreement & logical acceptance, which is win win for all. In this regard, the matter may be in the Supreme Court, However it is right time to settle the case at the earliest for greater good, prosperity and peace. Even if the Maharashtra hasn't agreed to accept the Justice Mehar Chand Mahajan Committee's report, it is high time to review its stance & help ease the livelihoods of thousands on the either side of the border.
Mahajan committee has suggested to give about 247 villages and Belagavi to Karnataka and around 264 villages to Maharashtra. Minute changes could be done but not major reshuffle is acceptable/feasible as people have already settled with whatever they are accustomed to including job, education, revenue, land & other livelihood conveniences. It would be problematic, chaotic to redraw boundary lines of Indian states again and again, apart from inbuilt administrative expenses. Not viable unless for developmental, administrative efficiency or for strategic reasons.
Hence for tge betterment of people & valuing them beyond the question of tiny borders within our Nation, GoI with an affidavit to Supreme Court, or through some expert channels, may mediate between Karnataka & Maharashtra to resolve this case at the earliest & put an end to such uncalled troubles. Land border is easy to resolve unlike water (Krishna)?
Why? Already the challenge of inter-state riparian water disputes are high & out of control for the scarcity of water & ever increasing demand. Its quite necessary for us to find river connecting programs like Ken-Betwa, Krishna Godawari & now planned, much ambitious Godavari-Krishna-Cauvery rivers linking projects to divert the surplus water towards the water deficit regions for the effective utilization of limited resource. Learn from South African water crisis. Find solution. JH
