Time to dig deeper into the vintage vrs modern grounding systems. This is a sore subject for kit amp manufacturers. Why clone a vintage Fender amp, advertise that it performs like the originals, but leave out the most important part, The grounding system! Fender used this brass plate for a few reasons. 1.Brings all of the preamp board ground runners to a common plane. 2. Easier to solder to the thin brass vrs the thick chassis. 3. Reduced magnetic fields near the sensitive preamp area. At the time Fender had RF engineers running the show. They knew how to snub out unwanted noise. I have worked on many of these kit amps. Many come in with the complaint of hum/buzz. The first thing I do is remove the make shift grounding system and install the old true Fender ground plane system. The update is fairly inexpensive. Just a sheet of .010 brass shim stock, bend it, drill the pilot holes, reinstall, problem solved. Keep in mind, back in the day chassis were high quality dipped in plating to allow for soldering & better ground bonding. The new chassis are made from poor quality metal which is very difficult to solder to. This old technology really makes a big difference and is fairly easy to incorporate.
