World of Warships - Quick Cut: Tier VII Premium American Battleship USS California

Because my chat hates me, they requested a game in Tier VII Premium American battleship USS California. California does not have a very good reputation in World of Warships, largely justified by her horrible speed, terrible main battery reload, and overall girth. I'm told by players more experienced in her than I am that she can be decent, so I set out to find under what conditions that is true. Spoiler alert: it's almost none. California may be playable, but that doesn't make the ship enjoyable.
