The safehouse has been offline since the agent known as Fisher's last op in 2010.
Raven Sector intercepts a repeating burst from inside - a ghost signal mimicking his old voiceprint and encryption. Operative callsign “RED KITE” infiltrates to find the comms room still active.
The signal is a looped recording:
"This is Fisher. If you're hearing this, the threat is real."

It cuts to static, then repeats. The threat referenced is a shadowy off-world influence Raven is currently tracking - something Fisher encountered and never reported fully. Raven needs the legendary operative’s knowledge to decode the full message before the signal escalates
