Wastelanders Custom Config:

A third faction was added: The Survivors, based in the mountain cult camp.
Adjusting spawning to allow for more fighting on the empty streets (Still Tweaking)
Reworked vehicles to remove the blades (AI kill themselves too much)
Added Neons for Wastelanders and Prophet vehicles.
Adjusted AI combat.
Converted all "BlankLocations" to use one of the 3 current factions.
