Incident Details
Officers initiated a traffic stop after receiving complaints from the employees. The employees stated that Mr. Frazier, while in his car, lowered his window and engaged in lewd behavior. They were able to provide a description of the vehicle, including the license plate number, as well as a description of Mr. Frazier.

Video surveillance from the restaurant corroborated the employees' account. The footage showed Mr. Frazier waiting in the parking lot before the alleged victims exited the restaurant. He then moved his car closer to their vehicle and, as they were getting in, he allegedly exposed himself again. The employees drove away and then returned to take photos of Mr. Frazier and his car.

Mr. Frazier then drove to another parking spot where he allegedly repeated the act with another woman. The woman, however, had her back turned to him. Finally, Mr. Frazier approached the original complainants again, causing them to flee in fear of being hit by his car.

Legal Proceedings
Mr. Frazier was informed of his Miranda rights, including the right to remain silent and the right to an attorney. The judge set his bond at $40,000 and issued a stern warning against any further acts of indecent exposure in the county, particularly at the Texas Roadhouse. The judge also ordered Mr. Frazier to inform the restaurant of the conditions of his release.

Mr. Frazier was deemed indigent and granted court-appointed counsel.
