This is the Yomiya (pre-festival matsuri) of Otsu Matsuri.
The Otsu Festival has continued for more than 400 years since the beginning of the Edo period.
It is said to have started when a man named Shioya Jihei (Shioya Jihei) of Kajiya-machi entertained the townspeople by dancing a dance wearing a tanuki mask on the festival day.
In 2016 (Heisei 28), the festival was designated as a nationally important intangible folk cultural asset.

The festival usually attracts more than 150,000 visitors every year.
Every year, the area around the festival site is crowded, especially in the evening when Yoimiya begins and during the daytime when the main festival begins.
If you do not want to get caught in the crowds, try to arrive at the festival site as early as possible.
During the festival, food stalls will be set up.
In past years, many food stalls have been set up at Tenjin Shrine.
Hours of operation are usually from around 3:00 p.m. to past 9:00 p.m. for Yoimiya on the first day of the festival, and from the morning to past 4:00 p.m. for the main festival.
Food stalls offer the standard yakisoba, takoyaki, and other food stalls, as well as dessert stalls.
In addition to food stalls, there are also stalls where children can have fun, such as super ball scooping and raffles.
The stalls are designed to be enjoyed by a wide range of people from children to adults.
