GB KAHUTO CHISHI: DISCUSSION ON NLTP ACT 1989 & ILP IN NAGALAND

He provided insights into two major issues impacting Nagaland—the Inner Line Permit (ILP) and the Nagaland Liquor Total Prohibition (NLTP) Act of 1989—in a conversation with GB Kahuto Chishi, a well-known politician. Regarding the NLTP Act, Chishi stated that while it has not lived up to popular expectations, it has the admirable goal of addressing social and health issues associated to alcohol use. The success of enforcement has been hindered by issues like porous borders and an illicit spirits trade. He also emphasised how prohibition unintentionally fostered a robust black market for alcohol, which in turn fuelled an increase in associated crimes. Chishi indicated that traditional Naga institutions and elders are important in influencing public attitude on the Act and urged for reforms to enhance enforcement.
