The third major liberal approach to war and peace is the democratic peace theory, tracing back to Kant's Perpetual Peace sketch. The contemporary democratic peace theory consists in one statement - democracies do not wage wars against one another - and in two sets of explanations: Michael Doyle ascribes the liberal democracies' separate zone of peace to the mutual respect democracies have for one another because of their citizens being moral equals, while Bruce Russett focuses on the mutual pacific expectation that arises in internactions among democracies and permits them to resolve their conflicts by diplomatic means, thus rendering the resort to soldiers useless. Scientifically elegant and parsimonious, the democratic peace theory has a dark side: it has been instrumentalized by Western statesmen referring to it in order to justify the military operations they undertook since the end of the CW against so-called rogue actors.
