A wanted terrorist breaks into a cargo ship from the Soviet Union carrying a powerful new military labor (robot) with the intention of stealing the thing. Complications arise when he encounters a Russian General that intends to use the labors as a bargaining chip in his planned defection to Japan. When the police intervene, confusion breaks out and all three parties begin firing on one another.
