American security and international cooperation reveal the grave crisis gripping Mexico: the United States Federal Bureau of Investigation (FBI) will deploy a specialized team of analysts on Mexican soil in the coming weeks. Its official mission: to reinforce security for the FIFA World Cup 2026 in the host cities of Mexico City, Monterrey, and Guadalajara. This move, however, transcends mere logistical cooperation. It is a tacit, and devastating, admission of all the filth swept under the rug: the incapacity of the Mexican government—first under Andrés Manuel López Obrador and now under Claudia Sheinbaum—to guarantee order and contain the violence of the cartels operating with impunity. Faced with the prospect of a global event of historic magnitude, the U.S. administration has decided it cannot rely on Mexican forces alone.

Half of the experts will come directly from the United States and the other half from the FBI's international offices. They will work "side by side" with Mexican agencies, which in practice means direct oversight and operational control on sovereign soil. Their scope of action goes beyond traditional drug trafficking. They will focus on detecting terrorist threats, possible drone attacks orchestrated by cartels, local insurgency such as road blockades, and even migration risks that could exploit the massive event. This list of concerns is a catalog of the Mexican state's failures: the cartels are no longer just traffickers; they are irregular armies with intelligence and technological capabilities (drones) that can sabotage a world event, in the best-case scenario; organized crime controls communication routes (blockades); and the migration crisis is so out of control that it is perceived as a security threat for a sporting event.

This deployment is the most resounding verdict on the failed security policy of "Hugs, not bullets" from the López Obrador administration, which continues under Sheinbaum. A delusion of appeasement that, far from bringing peace, has allowed cartels to strengthen, diversify, and consolidate fragile territorial control precisely in key states like Jalisco (Guadalajara host) and Nuevo León (Monterrey host). The Biden administration, by sending the FBI, is acknowledging that without direct external intervention, the World Cup could become a scene of chaos and violence that would embarrass Mexico internationally and put millions of fans at risk. It is a measure to contain the consequences of the endemic incompetence and corruption that have left the country vulnerable.

While the Sheinbaum government will likely present this cooperation as an example of successful diplomacy and collaboration, the reality is much bleaker. It is a de facto outsourcing of national security. Sovereignty is not just rhetoric; it is the effective capacity of a state to monopolize the legitimate use of force within its territory. Mexico, in the eyes of its main partner, has demonstrated it does not possess that capacity. The arrival of the FBI is an emergency solution for a case in critical condition, a temporary patch for a structural problem created by negligent ideological policies. The question that remains is what will happen after the World Cup, when the cameras turn off and the FBI team withdraws, leaving a civilian population once again at the mercy of the cartels that the Mexican state has been reluctant or unable to confront.
