"Here we see groundless claims of ODIHR to an alleged autonomy from the (inaudible) states and attempts to place itself above those states, and ignoring of the instructions of inter-governmental organs of the OSCE, and the division of states members into first and second class countries. And particularly this concerns the organisation of election observation. It looks to us as though the point of no return has been reached. Either we all together agree on rules for electoral monitoring or differences of interpretation in this sphere will threaten the very future of ODIHR as an institution of this organisation."

STORYLINE
The United States and Russia accused each other of trying to manipulate an international security organisation as it opened an annual meeting on Thursday in Spain.
The 56-nation Organisation for Security and Cooperation in Europe (OSCE) began its council of ministers meeting after the body said it would not monitor Russia's legislative elections on Sunday, citing interference from Moscow.
US Undersecretary of State Nicholas Burns accused Russia of working to weaken the OSCE and its election monitoring mission.
But Russian Foreign Minister Sergey Lavrov described the US position as "not giving an inch."
The OSCE, based in Vienna, Austria, has said Moscow was dragging its feet in issuing visas to OSCE observers and creating other obstacles, including limiting the number of monitors to 70, many fewer than in previous Russian elections.
Russian President Vladimir Putin last weekend said the OSCE's decision not to send monitors for the Russian parliamentary elections was intended to help cast doubt on the credibility of the voting, which the main pro-Kremlin party is expected to win by a landslide.
The constitution bars him from seeking another term in March elections.
