MUNCY, PA - The Act 13 funds, known as the "Unconventional Gas Well Fee" or "drilling impact fee," are collected annually from operators of unconventional gas wells by the Pennsylvania Public Utility Commission (PUC). While these fees are paid by the natural gas industry, energy customers in Pennsylvania might indirectly contribute through surcharges on their natural gas bills, if providers choose to pass on these costs.

These funds played a key role in establishing a Bass Pro Shops location in Lycoming County by offering strategic financial support for the project. State Representative Jamie Flick highlighted that this funding is not derived from taxpayer money, describing it as a "smart investment" for the area. The project aims to stimulate economic development, rejuvenate the former Lycoming Mall site, create around 150 jobs, and generate revenue and revitalization for Lycoming County and its nearby communities.

The former Lycoming Mall site had been vacant, reflecting economic stagnation or waning interest in the region. The introduction of Bass Pro Shops, marking its third location in Pennsylvania, is a significant move towards revitalizing this area.

Bass Pro Shops is slated to be the inaugural tenant in "The District at Lycoming Valley," occupying the old mall site. This development is poised to revitalize the space, encouraging economic growth and community renewal. It is estimated to create about 150 jobs and foster economic activity, contributing renewed energy to Lycoming County and the surrounding region.

State Representative Jamie Flick reiterated that projects like Bass Pro Shops are funded by "Act 13 dollars, not taxpayer money." However, there exists a potential indirect link to energy consumers; although the fee targets natural gas producers, energy providers might transfer these costs to consumers through surcharges. Thus, while directly not paid by residential or commercial energy customers, the Impact Fee can indirectly affect consumer energy prices.

The PUC manages the collection and distribution of these funds following Act 13's guidelines, primarily directing them to local governments and state agencies to mitigate the impacts of unconventional gas drilling, which includes infrastructure repairs, water system improvements, and public safety initiatives.
