Constable Stephen Spencer says in August someone sent a tip to the Office of the Provinvcial Vet about videos and photographs of animals being killed and tortured.
He says those photos and videos were posted on the dark web.
The cats were believed to have been acquired from social media sites.
Police searched a house in the Lord Roberts area and found 10 cats and a rabbit.
Spencer says its a disturbing case.
