Rather than hold a competition for the design of the facilities for the headquarters in New York, the United Nations decided to commission a multinational team of leading architects to collaborate on the design.

The American architect Wallace K. Harrison was named as Director of Planning, and the Board of Design Consultants included architects Oscar Niemeyer (Brazil), Le Corbusier (France), N. D. Bassov of the Soviet Union, Gaston Brunfaut (Belgium), Ernest Cormier (Canada), Liang Seu-cheng (China), Sven Markelius (Sweden), Howard Robertson (United Kingdom), G. A. Soilleux (Australia), and Julio Vilamajó (Uruguay).

Produced by the Permanent Mission of Brazil to the United Nations, this film depicts the work of the UN Board of Design in 1947 leading up to the construction of the UN headquarters (1948-1952). It is comprised by film footage and photographs provided by the UN Department of Public Information, and is set to the hymn of the United Nations by Pablo Casals, composed on the occasion of the 25th Anniversary of the United Nations.
