The Orissa high court on Wednesday quashed the advertisement issued by the State Selection Board (SSB) inviting applications from prospective candidates to fill 786 posts of lecturers in non-government aided colleges as the educational qualification prescribed was contrary to UGC guidelines.
On Mar 9, the SSB, under the state higher education department, had issued advertisement for the post of lecturers in 22 subjects. Two petitions challenged the recruitment process as it prescribed "a master's degree in the subject concerned from a recognised university with at least 55% marks or its equivalent grade on the date of application".
But as per UGC guidelines, NET qualification and/or PhD is mandatory for the appointment of lecturers/assistant professors. While disposing of the petitions, Justice Biraja Prasanna Satapathy ruled that 55% marks in post graduate prescribed in SSB's Mar 9 advertisement as the only minimum educational qualification for the post of lecturer "is not legal and justified" as it is "not in consonance" with the UGC guidelines.
Besides, the state govt has already accepted to implement the UGC guidelines regarding minimum qualification for the appointment of teachers in universities and colleges. "The state govt has also redesignated the post of lecturers as assistant professors as per the UGC guideline," Justice Satapathy said.
