One step forward two steps backward describe Narendra Modi government’s performance at the center. As the D-day approaches, government has put governance agenda on the back burner and adopted time tested Mandal and Kamandal politics to win the forthcoming general elections in 2019.



The non-performance tag on the Bharatiya Janata Party is unnerving the Prime Minister Narendra Modi and probably that why new reservation genie of 10 per cent quota for upper caste has been created to win over the lost vote bank.



If the government was so serious about reservation for the upper caste why was it silent for four and a half years. The hot air balloon of upper castes reservation is unlikely to fly too high, taking into consideration the complicated process of making a bill into an act. But it is a master-stroke to capture upper caste votes in 2019 elections.



Since 2014 the nation has seen how political agenda of RSS and BJP stream rolls all the autonomous institutions to push the right wing agenda forward. From Reserve Bank of India, Central Bureau of Investigation, Judiciary to Media even cosmetic surgery by the Prime Minister fails to hide the monstrous face to degradation.



When the aces are shuffled in the pack and jokers win the games- gimmicks become the rule of the day to fetch votes in the name of religion, caste or community. There is a gap between the cup and the lip. Will the people see the gap or slip as they try to sip remains to be seen.
The constitutional hurdles, the Criteria for economically backward section like:
1) Annual income below 8 lakhs

2) Agricultural land below 5 hectare

3) Residential below 1000 sq ft

4) Residential plot below 109 yards in notified municipality.

5) Residential plot below 209 yards in non notified municipality area

All these complicated issues are yet to be vetted before the final draft is presented but one must give credit to the Prime Minister from diverting the mind of the people from the failure of the government to the reservation bill.

The idea of job and admission quotas for the poor in unreserved categories is not new but, like earlier attempts by many states, it may run into a 1992 Supreme Court ruling which bars such reservations on the ground of poverty alone.

It remains to be seen if the Prime Minister will be able to hood wink the people of India in 2019 with quota bill as he managed to do with Acche Din in 2014.
