Ukraine is trying to persuade North Korean troops to surrender rather than fight on Russia's side. Ukrainian security services are using drones and special shells to distribute leaflets and are also filming videos calling for desertion among North Korean soldiers, Euronews reports .

The press secretary of the "I Want to Live" project, Vitaly Matvienko, said that "of course, not everyone wants to fight."

"We know the living conditions in North Korea is not well," he said. "That's why many see this as a chance to escape the regime and go to another country."

The Ukrainian efforts are part of the "I Want to Live" program, which has previously facilitated the surrender of Russian soldiers. Since October 2022, Russia has blocked access to the project's hotline and chatbot, but these services remain accessible via VPN.

North Korea has sent thousands of troops to support Russia in its war against Ukraine, according to South Korean, Ukrainian and U.S. officials.

Ukrainian Ambassador to South Korea Dmitry Ponomarenko told Voice of America that the number could reach 15,000 with rotation every two to three months, and that up to 100,000 North Korean troops could serve in Russia over the course of a year.

As Business Insider notes , the Ukrainian leaflets note that North Korea's founder Kim Il Sung did not support the idea of cooperation with Russian "imperialists." The leaflets also contain instructions on how to surrender and an explanation of guarantees and benefits for those who decide to do so.

Vitaly Matvienko refused to disclose other methods of persuading North Korean military personnel.

In early December, the I Want to Live project published a video on Telegram in which a North Korean volunteer in the Ukrainian Armed Forces calls on his compatriots to take advantage of the opportunity to surrender:

"We will not only accept you, but also help you start a new life," he noted. "Here you will find support, work, and the opportunity to live with dignity. Even money to start your journey from scratch."

The text of the video notes that Ukraine guarantees humanitarian treatment of prisoners of war. "Far from the "Big Brother" who watches all residents of North Korea, it would be a sin not to take advantage of this unique opportunity," the statement says.

In October, Ukrainian military intelligence said it was ready to provide North Korean soldiers who surrendered with comfortable living conditions and hot meals. A Korean-language video was published showing prisoner-of-war camps and the food served there.

South Korean intelligence estimates that Russia pays about $2,000 a month for each North Korean soldier. But that money probably goes directly to the North Korean elite, according to Bruce W. Bennett, a North Korea specialist at the RAND Corporation. "It's possible that little or nothing "may reach the soldiers themselves," he said.
