Event Timeline (As per Police Investigation & Official Records)


Date & Location:

The incident occurred on 9th near a wine shop under Selaqui Police Station area, Dehradun.

Time of Incident:

The complaint mentioned the time between 6:00 PM–7:00 PM.
CCTV footage confirmed the incident happened between 6:15 PM–6:30 PM.

People Present:

Six individuals were present near the wine shop.
They had gathered there due to the birthday of one person among them.
The victim Chakma and his brother were already present at the spot.

Crowded Environment:

The wine shop was very crowded, with many people around at that time.

Initial Interaction:

The six individuals were joking among themselves, using words like “momos” and “Chinese” towards each other, not directed at the victim.

Misunderstanding:

Due to the crowd and noise, Chakma and his brother misunderstood that the words were being used against them.

Argument Begins:

Chakma and his brother questioned the group about calling them those names.
The group clarified that the words were not directed at them.

Escalation:

Despite clarification, the argument continued and tempers rose on both sides, leading to a physical altercation in the heat of the moment.

Assault:

One accused struck Chakma on the head with a bracelet. Another picked up a small knife used by an egg vendor and stabbed Chakma in the back.

After the Incident:

The accused fled from the spot.
Chakma was taken to the hospital by his younger brother in an e-rickshaw.

Medical Treatment:

Chakma was given first aid initially.
Later, due to worsening condition, he was shifted to the ICU, as per hospital records.

Police Action (Initial):

Police recorded statements, examined CCTV footage, and questioned eyewitnesses.
An FIR was registered based on legal procedures and available evidence.

Legal Sections Applied:

Initially, sections related to grievous injury with a dangerous weapon were applied. After receiving medical opinion, attempt to murder sections were added. Group assault sections were also applied.

Death of Victim:

During treatment, Chakma passed away on the 26th at 7:10 AM.

Sections Updated:

After the death, police converted the case to murder charges. SC/ST Act sections were also added as per law.

Accused Background Check:

Police verified past records of all accused.
No previous criminal history was found.

Arrests:

Five accused were arrested. One accused of Nepali origin fled towards Nepal.

Ongoing Investigation:

A district-level SIT was formed. A ₹1 lakh reward was announced for the absconding accused.
Police stated efforts are ongoing to arrest him.

Clarification on FIR Delay Allegation:

Police clarified that no intentional delay occurred.
Procedures were followed based on the date mentioned in the written complaint, legal approvals, medical opinion, and evidence collection.

Official Statements:

Police stated that Uttarakhand has a long history of peaceful coexistence, with thousands of Northeast students studying in Dehradun.
No past records of racial clashes in the state were found.
