Spoofing occurs from one individual or a few putting lots of size on either the bid or the offer. This example is in the offer side so people start coming out of their positions, trading based on the size of the orders coming in. A lot of offers and only a few bids. The amount that trades is low. When you get large offers. Is this someone using this to buy. Spoofing is illegal, as they are offers that was pulled to make market look weak, everyone who sold it gets driven out. Traps people one way then drives the market the other way.
