In a speech delivered at the United Nations in New York, Nigerian Minister for External Affairs, Brigadier Joseph Garba called for the conclusion of a nuclear test ban treaty.

Focusing on Africa and the desire of most of its countries to have a nuclear free continent, Garba denounced the nuclear ambitions of South Africa which he claimed would be used to "blackmail" opponents of its "criminal policy" of social Apartheid.

Transcript:

"A comprehensive test ban treaty will be a more persuasive reason for wider adherence to the nuclear proliferation treaty than verbal appeals or threats of unilateral conditions imposed by the cartel of suppliers of nuclear materials. For countries like Nigeria, and other early adherents to the nuclear proliferation treaty, which foreclosed their nuclear option in the expectation that the nuclear weapon states would also fulfil their obligations and enable us to look forward to a world free from the nuclear arms race, a comprehensive nuclear test ban treaty will reverse the prevailing feeling of frustration and bitter disappointment. Moreover, a comprehensive nuclear test ban treaty will further enable the international community to isolate and effectively check that international leper among this community of nations, the Apartheid regime of South Africa, whose nuclear ambitions for the blackmail to the opponents of its criminal policy, and in defiance of the firm determination of the O.A.U. for the nuclearisation of Africa, is well known. Written reports of the plans of the Apartheid regime, to acquire nuclear capability, and assistance provided by some powers to that regime in the nuclear field, are therefore quite alarming. Africa, which has declared its firm intention to make the continent a nuclear-free zone, cannot stand idly by in the face of this threat to its security."
