Racing against Teioh is quite hard in FFVII's Chocobo Races, since his stats always beat yours: his speed is 10% higher than yours, while his stamina is 25% higher. This means you can never steamroll against him by grinding your stats. My Gold Chocobo capped their speed at 147 km/h, which is quite low in the S rank, as the opponents (including Teioh) can have a speed of over 160 km/h.

Fortunately, the opponents don't run at the max speed until the last stretch, so if your stamina is high enough, you should be able to take the lead and stay on the lead for most of the race, and use your remaining stamina to sprint to the finishing line before Teioh and others catch up with you. I think I used about 20-30 Sylkis Greens to max my Gold Chocobo's stamina. Sylkis Greens cost 5000 a piece, but money isn't really an issue in the late game.

This video shows beating Teioh on both Short and Long tracks. Always switch to Manual controls at the beginning of the race. Then increase your speed to the max at the beginning of the race, and maybe slow it down if you're running out of stamina too quickly. When you approach the last turn before the finishing line, use all your remaining stamina to sprint.

EDIT: Apparently, holding R1 and R2 (or the equivalent buttons) to recover stamina also works in the PC version.
