The Yukon Government administers three (3) immigration programs in partnership between the Government of Yukon and Immigration, Refugees and Citizenship Canada (IRCC).
YUKON NOMINEE PROGRAM (YNP)
This program allows Yukon employers to hire foreign workers to fill critical vacancies where no Canadian citizens or permanent residents are available. An employer can apply to nominate a temporary foreign worker (TFW) under the Skilled Worker (SW), Critical Impact Worker (CIW) or, Express Entry (EE) categories. Nominations provide the possibility for foreign workers to work and settle in Yukon by providing a pathway to acquire Canadian permanent residence.
YUKON COMMUNITY PROGRAM (YCP)
The YCP is similar to the YNP but provides more flexibility for employers by being responsive to the unique labour market needs of Yukon communities. The program is available to businesses in designated communities whose operations are seasonal or cannot provide year-round full-time employment. Employers must demonstrate how other YNP streams do not meet the needs of their operations before they qualify to nominate through the YCP. An employer can apply to nominate a temporary foreign worker (TFW) under either the Skilled Worker (SW) or Critical Impact Worker (CIW) category. Nominations provide the possibility for foreign workers to work and settle in Yukon, by providing a pathway to acquire Canadian permanent residence.
IRCC is the federal department responsible for all matters pertaining to immigration to Canada.

APPLYING TO THE YUKON NOMINEE PROGRAM OR YUKON COMMUNITY PROGRAM:
STEP 1: The foreign worker obtains a job offer from a Yukon employer
Note: This can include up to three job offers from up to three employers in the case of the Yukon Community Program.
STEP 2: Employer(s) agrees to nominate the foreign worker
Reminder: Yukon Government only accepts applications from employers and never from foreign nationals. Employers cannot charge any fees for the YNP application or recover any costs from the foreign worker.
STEP 3: Gather documents for the application
a) Language Test
Everyone, including foreign workers from English and French speaking countries, such as Australia, Britain, USA, France, etc., must take an English or French language test to prove that a minimum standard is met in each of the four categories: listening, speaking, reading and writing. Only the original language test results from the following agencies will be accepted:
• the International English Language Testing System (IELTS) General Training;
• the Canadian English Language Proficiency Index Program (CELPIP-General); and
• the Test d’évaluation de français (to test proficiency in French).
b) Education
Foreign workers must have high school education or higher.
c) Employment Experience
Foreign workers must have proof of previous paid work experience directly related to the field in which they are applying.
STEP 4: Employer submits application to Yukon immigration
Step 5: Wait for a decision
Typical processing times are 12-14 weeks.
If the application is approved, a letter of approval is sent to the employer and nominee. The nominee will receive a letter of support that they will submit with their work permit application to Immigration, Refugees and Citizenship Canada (IRCC). Pending their assessment, IRCC will then issue a work permit authorizing the nominee to work in Canada for a limited time with this employer.
If the application is not approved, we will notify the employer.
STEP 6: Obtain a work permit

STEP 7: Sign the Tri-Partite Agreement
STEP 8: Apply for permanent residence
Apply to IRCC for permanent residence within 6 months of the signing of the Tri-Partite Agreement.
