It forms an open Fmaj9 chord, which gives it this dreamy quality and makes it a good choice for creating droning string sounds. It also facilitates intricate playing styles, such as "little sliding passages" and two-handed tapping, as seen in modern math rock bands.
It was popularized by bands like American Football and This Town Needs Guns.
